I think that is how it's meant to work, sorry. Google Docs prioritizes the ability to edit text over following links. I've also used some text editors where trying to click the text of a link to edit it invariably opens the link in a new window, and would say they're probably equally annoying? But if you're only trying to read, not edit, yeah, it's suboptimal.
